Narrative:

After we landed on runway 19R small aircraft Y started to cross the active runway at the midfield taxiway G. The crossing aircraft stopped short of the center line within a few feet. Landing aircraft was able to pass the aircraft at approximately 60-70 KTS with remaining side of runway. Callback conversation with reporter revealed following information. Reporter says that since incident the FAA district office has contacted him for a statement and they indicated enforcement action against the pilot of small GA aircraft because that pilot had taxied onto runway west/O ATC clearance. Wingspan of reporter commuter aircraft is about 50'. If small aircraft aircraft had not stopped taxi there would have been contact made or else commuter would have had to swerve from runway.

Narrative: AFTER WE LANDED ON RWY 19R SMALL ACFT Y STARTED TO CROSS THE ACTIVE RWY AT THE MIDFIELD TXWY G. THE XING ACFT STOPPED SHORT OF THE CENTER LINE WITHIN A FEW FEET. LNDG ACFT WAS ABLE TO PASS THE ACFT AT APPROX 60-70 KTS WITH REMAINING SIDE OF RWY. CALLBACK CONVERSATION WITH RPTR REVEALED FOLLOWING INFO. RPTR SAYS THAT SINCE INCIDENT THE FAA DISTRICT OFFICE HAS CONTACTED HIM FOR A STATEMENT AND THEY INDICATED ENFORCEMENT ACTION AGAINST THE PLT OF SMALL GA ACFT BECAUSE THAT PLT HAD TAXIED ONTO RWY W/O ATC CLRNC. WINGSPAN OF RPTR COMMUTER ACFT IS ABOUT 50'. IF SMA ACFT HAD NOT STOPPED TAXI THERE WOULD HAVE BEEN CONTACT MADE OR ELSE COMMUTER WOULD HAVE HAD TO SWERVE FROM RWY.
