Narrative:

On approach to pvd airport, on radar vectors from quonset approach to ILS 23L. Our heading was 050 degree assigned and we were descending from 4000' to 2500'. We could see the ground straight down, but forward visibility was poor, less than 2 mi. I was tuning the ILS frequency when the captain noticed an aircraft in the right window. This aircraft's heading was approximately 330 degree in a sharp left bank and climbing. It was too late for any evasive action and the aircraft missed us by 200'.

Narrative: ON APCH TO PVD ARPT, ON RADAR VECTORS FROM QUONSET APCH TO ILS 23L. OUR HDG WAS 050 DEG ASSIGNED AND WE WERE DSNDING FROM 4000' TO 2500'.
