Narrative:

On the climbout at about 11;000 we got a left bleed duct warning message. We asked ATC to level off at 15;000 to run the QRH. The ecs page showed both bleed valves were closed which cautioned a loss of pressurization if message was on for more than 30 seconds. We requested an immediate descent to 10;000 and asked flight attendant to be seated. Upon level off at 10;000 QRH directed unpressurized flight procedure. While the procedure was being done the flight attendant called up and said there was a strange smell and smoky cabin. We accessed our O2 masks and requested an emergency vector back to the departure airport. I called back the flight attendant a few minutes later and was told that the smoky cabin was cleared by now. We were already being vectored back and arrived without incident. Upon further discussion with maintenance control and contract maintenance it was determined that the smoky cabin was a result of humidity/condensation.

Title: After the ECS alerted L BLEED DUCT WARNING during climb out;both CRJ-900's engine bleed valves were discovered closed. An emergency was declared; the QRH procedure completed and the flight returned to the departure airport.
