Narrative:

We were on the maier three RNAV arrival into phx proceeding direct corkr. La center gave us a crossing restriction to cross 25 miles north of navho at; what we understood was FL250; and we read that back to him just that way. At FL270 he asked us what our altitude was and we told him FL270 for FL250. He said our clearance limit was FL290. Again we had read back; cross 25 miles north of navho at FL250. Please take a look at this arrival. I have personally seen a lot of errors made on this arrival. There are too many step down fixes with speeds attached to them. This arrival is a violation just waiting to happen.

Title: A CRJ700 Captain misunderstood a crossing restriction during initial descent on the MAIER 3 RNAV arrival to PHX. There are many altitude and airspeed restrictions on this arrival. The Reporter stated they are a violation waiting to happen.
