Narrative:

The FAA utilizes a diverse vector area (dva) at the boise airport due to the mountainous terrain to the north of the airport. The ATC rules state that aircraft may be assigned vectors 097 degrees clockwise to 305 degrees within 7 NM of the ASR antenna; provided no climb restrictions are imposed to an aircraft prior to that aircraft reaching the MVA. The FAA constructed a 295 ft control tower at the boi airport last year. The new tower lies just to the south of the runways/VOR and right in the middle of the diverse vector area. FAA policy states that the boi diverse vector area should be amended or canceled once an obstacle penetrates the diverse vector area. The boi FAA personnel have knowingly neglected to update their procedures out of fear that it will potentially reduce their efficiency by shrinking their diverse vector area. They have knowingly chosen efficiency over safety.
