Narrative:
Many of the hazard remedies deemed appropriate by the safety risk management panel for fai's air carrier runway reconstruction have not been implemented until after a trigger event. Example: after the parallel taxiway was painted as a runway; fai tower did not broadcast a warning via the ATIS until after an aircraft landed on the taxiway. This was a simple deterrent thought of in advance; but not implemented due to the FAA's weak single pilot resource management program.

Title: FAI Controller voiced concern regarding the facilities failure to exercise good safety risk management practices with regard to the ongoing air carrier runway construction projects.
Narrative: Many of the hazard remedies deemed appropriate by the Safety Risk Management Panel for FAI's air carrier runway reconstruction have not been implemented until after a trigger event. Example: after the parallel taxiway was painted as a runway; FAI tower did not broadcast a warning via the ATIS until after an aircraft landed on the taxiway.
