Narrative:

FL320 in icing conditions with wing and engine anti-ice on; the pressurization flow light illuminated. The cabin altitude started to climb and we determined the left pack had failed. Followed QRH procedures but the cabin altitude continued to climb. Descended to FL250 but since the cabin altitude was still climbing we continued the descent to 10;000 MSL. During the descent; the right pack was found to have failed as well. Declared an 'emergency' and diverted to a nearby airport for an overweight; uneventful; landing.
