Narrative:

Twice, within an hour, two different controllers used this procedure. This violates FAA H 7110.6 5E, paragraph 3-123 B. What they did was restrict traffic landing runway 17R (small aircraft) to hold short of runway 8-26, and then taxied aircraft (medium large transport and large transport) north on runway 35R from taxiway 'J' to reach runway 8. See diagram on the back. The air carriers were taxiing northbound on the runway while the small aircraft were landing south at the other end.
