Narrative:

On the above date and time 3 fgt jets passed west/in 4 NM of tvc airport doing 530 KTS at 1700' MSL. I was working the local control position when I observed the fgts flying through the western boundary of the air traffic area. I broadcasted a warning to all aircraft on my frequency. The fgts were supposed to be on the vr routes, ZMP confirmed that the aircraft were well outside of the vr route and not on the correct transponder codes, plus the aircraft were not talking to tvc tower or ZMP. To correct this problem, I recommend that whenever these aircraft are operating west/in 8 NM of tvc that they inform the tower of their intentions. Lan AFSS should issue and pass a NOTAM that the vr routes are hot, and the tower should broadcast on the ATIS that the vr routes are hot. With all the college aircraft in this area, plus itinerate aircraft operations, the above problem could pose a serious hazard.

Title: TWR CTLR OBSERVED FLT OF THREE FGT PASS THROUGH EDGE OF ATA WITHOUT RADIO CONTACT. ACFT SPILLOUT OF VR ROUTE AIRSPACE.

Narrative: ON THE ABOVE DATE AND TIME 3 FGT JETS PASSED W/IN 4 NM OF TVC ARPT DOING 530 KTS AT 1700' MSL. I WAS WORKING THE LOCAL CTL POS WHEN I OBSERVED THE FGTS FLYING THROUGH THE WESTERN BOUNDARY OF THE ATA. I BROADCASTED A WARNING TO ALL ACFT ON MY FREQ. THE FGTS WERE SUPPOSED TO BE ON THE VR ROUTES, ZMP CONFIRMED THAT THE ACFT WERE WELL OUTSIDE OF THE VR ROUTE AND NOT ON THE CORRECT TRANSPONDER CODES, PLUS THE ACFT WERE NOT TALKING TO TVC TWR OR ZMP. TO CORRECT THIS PROB, I RECOMMEND THAT WHENEVER THESE ACFT ARE OPERATING W/IN 8 NM OF TVC THAT THEY INFORM THE TWR OF THEIR INTENTIONS. LAN AFSS SHOULD ISSUE AND PASS A NOTAM THAT THE VR ROUTES ARE HOT, AND THE TWR SHOULD BROADCAST ON THE ATIS THAT THE VR ROUTES ARE HOT. WITH ALL THE COLLEGE ACFT IN THIS AREA, PLUS ITINERATE ACFT OPS, THE ABOVE PROB COULD POSE A SERIOUS HAZARD.
