Narrative:

We were cruising at 28;000 westbound on the q-routes in the gulf. Deviating approximately 30 miles south of rozzi intersection. We were flying a heading of 260 for avoidance of a line of thunderstorms along our route. ZJX center issued a heading of 295 directly into the line we were deviating around. We replied that we were unable to fly that 295 heading. At that time he said that he could not get ZHU center to accept the hand off and to squawk emergency. We changed our squawk to 7700. Seconds later; ZJX center said that ZHU center accepted the hand off and to squawk our normal code. We switched back to normal squawk and changed over to ZHU center. We continued on our deviation heading around weather; once clear of the weather we were cleared back on course.

Title: Air Carrier with ZJX described a request from the Center Controller to squawk 7700 during weather deviations and reported difficulties in establishing contact with ZHU.
