Narrative:

On approach into ord for runway 10 we were cleared for the visual approach and told to contact tower at the marker. There was a heavy 747 following us as well as a heavy 747 departing 10 prior to our arrival. The captain checked on with tower and we were told; 'cleared to land 10 hold short taxiway sierra.' we already briefed a flaps 22 landing; at this point we were inside the marker and were unsure whether we were allowed lahso per the gom on runway 10. Adding to this was the fact that I; the first officer; was the pilot flying. Since first officers are not allowed to conduct lahso per the gom the captain replied to ATC; 'cleared to land 10 unable sierra.' ATC said something in response; maybe roger or thank you. One way or the other we were under the impression ATC knew we could not accept the lahso clearance. We were configured to land with all checklists complete when the heavy 747 behind us checked on with tower while we were about a one or two mile final. They were cleared to land on 10 and after their read back ATC cleared an aircraft to cross 10 at sierra; the taxiway we were originally told to hold short of; while we were around 300-400 ft AGL. As the captain reached for the ptt button to tell ATC again we were unable to hold short of sierra; ATC asked the 747 behind us where they were parking and which taxiway they wanted to use to enter the ramp. By the time we got a word in telling ATC we again couldn't do lahso; the aircraft was almost on the runway or maybe already on the runway and we were between 100-200 ft AGL. ATC instructed us to go around just as I was about to initiate a go around myself. We were vectored for runway 4R and landed safely about ten minutes later. Suggestions; in retrospect a simple 'unable' in response to the landing clearance and subsequent hold short instructions would have been the best thing to say. That would have alleviated the last minute go around while on short final.
