Narrative:

Per flight plan we were navigating on V63 between mlc and rzc. When at 40 mi south of rzc, ZME gave us clearance, 'turn 20 degrees right.' we had to ask for back on course. We got, 'turn 15 degrees left.' mins passed and I asked again, 'like to proceed direct drake VOR.' our destination was fyv (it is a non radar airport). Controller got mad and told us we were already cleared direct drake. Not so, we were on radar vectors. We got descent clearance to 8000'. Through 14000' we asked for pilot's discretion to 8000' due to cloud layer. We were cleared then at our discretion to 8000'. We leveled off at 11000' to stay above clouds until close to fyv. Handoff to fyv approach followed. We told approach at 11000' our discretion to 8000'. They gave us holding instructions. Over drake VOR we were told to go back to ZME. ZME got mad again and told us, 'it is not procedure to stay at 11000' so long.' I told him we had our discretion to 8000', point blank. He issued immediate descent to 5000', heading 180 degrees, IFR traffic conflicting. We need radar at fyv.
