Narrative:

Skar refuses to turn on the runway lights during approach or landing. When we request the lights they still refuse to turn them on. The only lights are runway edge lights. This is during daylight IMC operation. This has happened 3 times; each time we we're on approach; in rain with the windshield wipers on and they still refuse to turn them on. This is not a language problem as I requested it in spanish. They think that if they are looking south and it is VFR and I am in rain to the north they do not need to turn them on; since it is ok to the south.

Title: A Captain reported that SKAR Tower refused to turn the runway edge lights on during daylight IMC conditions and was also reluctant to turn on the VASI. The only runway lighting at the airport is the runway edge lights and VASI.
