Narrative:
After landing on runway 28L at pbi; we exited at taxiway F (left turn). We were initially cleared to taxi via F and hold short of taxiway right. The tower controller (who was also working ground control) amended our taxi clearance to state 'continue on taxiway F and hold short of runway 32. As we approached taxiway right; the controller and my co-pilot shouted for me to stop. I applied hard braking and stopped approximately 5 ft from a falcon which had been taxiing on taxiway right from west to east. We were unable to see the falcon due to the angle of the taxiway; and portions of the aircraft blocking our view. We asked the controller for a clarification of our taxi clearance; and he admitted that it was his error; and he did indeed clear us to taxi to the end of F. I think the fact that this very busy tower often has one controller working both local and ground is a very dangerous situation; due to the workload; and the amount of real estate which they have to keep under surveillance.
