Narrative:

While cruising IFR on V131 I experienced communication failure. I was unable to reach center or the previous controller, so squawked 7700, followed by 7600. In the following time I encountered VFR conditions, so descended to maintain VFR beneath the broken strato cumulus clouds. I was able to gain poor quality communications with center and cancelled IFR.
