Narrative:

Near miss! - We were vectored for left base entry to 01C into dulles and given 5000 ft and heading of 160. While flying on that heading we noticed an aircraft strobe light at our 1 o'clock position; first officer was flying with autopilot on. TCAS displayed a white target on nd but no verbal commands and no TA/RA. ATC did not advise of traffic either. As we continued on the 160 heading it became very clear that we where on a collision path with the other aircraft. The first officer disconnected the autopilot and descended to about 4800 ft and the small general aviation aircraft flew directly over our nose/cockpit about 200-300 ft above us! I quickly advised ATC that we deviated altitude and advised of conflicting traffic. ATC replied that they did not have them and they would monitor radar for airplane. We made a maintenance log write up for TCAS not properly alerting us with a TA/RA.

Title: An air carrier Captain reported an NMAC with a general aviation aircraft on approach to IAD. ATC was unaware of the GA aircraft; and TCAS failed to issue a TA or RA.
