Left pack placarded inoperative on ground. Turned right pack on climbing through 400 ft AGL after takeoff. Right pack indicated pressure but cabin failed to pressurize. Leveled at 10;000 ft; captain completed appropriate checklists; declared an emergency and landed at a nearby airport.

Title: MD80 flight crew discovered their aircraft will not pressurize with a single pack after being dispatched with one pack inoperative. The flow light remained illuminated and the flight diverts for maintenance; landing overweight.
