Narrative:

On climb out from national airport dca we were on an assigned heading of 320 degrees. We had been cleared to climb to 17000'. As we were passing 9300' the controller said to stop climb at 9000'. Then stop climb to 900' and turn to 210 degrees traffic at 10000' at 11-1 O'clock. I responded on the radio we were at 9300' and would descend back to 9000'. I saw widebody transport Y in front of us going from left to right heading east as we turned to 210 degrees. Fortunately the controller called traffic in time or it could have been closer.
