Narrative:

Large transport X executed a takeoff from puerto plata, D.right. At XA4Z in accordance with the following clearance: 'large transport X cleared to sekar intersection via A-554; maintain flight level 100. Expect further clearance on 124.3 from santo domingo. Cleared for takeoff.' at approximately XA51 Z, while on A-554, climbing through 6,000 MSL, in contact with santo domingo and attempting to clarify further clearance; the flight encountered and turned away from head on converging, medium large transport Y, traffic at our altitude. Our exact position at that time was on the 349 degree radial of the pta VOR, 17 DME; some 25 miles prior to sekar. After passing a short conversation was held with the other aircraft, which proved to be foreign air carrier medium large transport Y. The conversation revealed that medium large transport Y had been cleared inbound to descend to 6,000 MSL while large transport X had been cleared outbnd to climb to FL100.

Narrative: LGT X EXECUTED A TKOF FROM PUERTO PLATA, D.R. AT XA4Z IN ACCORDANCE WITH THE FOLLOWING CLRNC: 'LGT X CLRED TO SEKAR INTXN VIA A-554; MAINTAIN FLT LEVEL 100. EXPECT FURTHER CLRNC ON 124.3 FROM SANTO DOMINGO. CLRED FOR TKOF.' AT APPROX XA51 Z, WHILE ON A-554, CLBING THROUGH 6,000 MSL, IN CONTACT WITH SANTO DOMINGO AND ATTEMPTING TO CLARIFY FURTHER CLRNC; THE FLT ENCOUNTERED AND TURNED AWAY FROM HEAD ON CONVERGING, MLG Y, TFC AT OUR ALT. OUR EXACT POS AT THAT TIME WAS ON THE 349 DEG RADIAL OF THE PTA VOR, 17 DME; SOME 25 MILES PRIOR TO SEKAR. AFTER PASSING A SHORT CONVERSATION WAS HELD WITH THE OTHER ACFT, WHICH PROVED TO BE FOREIGN ACR MLG Y. THE CONVERSATION REVEALED THAT MLG Y HAD BEEN CLRED INBND TO DSND TO 6,000 MSL WHILE LGT X HAD BEEN CLRED OUTBND TO CLB TO FL100.
