Narrative:

Working the desk tonight east coast was IFR weather to lifr the work space is unacceptable. I was on a phone call with a captain talking about out weather and alternate minimums and I could not hear him. Sector 15 was also on the phone. To hear the captain who was asking about his flight; I had to hold the phone with one ear and plug my other ear because the noise level. We don't have room to open approach charts. We have them stacked on top of one another. This is a huge safety concern because I could easily miss something. I should at least be able to brief a crew without having to plug my other ear to hear what he is saying on the phone. It is sad that management thinks this is acceptable. Temporary or not; this does not work.
