Narrative:

Descending through 3000' on visual approach to runway 29 at oak, bay approach advised us of traffic too late to maneuver or take evasive action. A twin engine small transport (white) passed below us less than 200' while flying from west to east across our approach path. We were executing a visual approach with ILS backup. Location approximately 1 mi south of hwd. FAA watch supervisor contacted and advised of same.
