Narrative:

During climb we got a cabin alt ECAM. Cabin was at 9;500 and climbing at a rate of 200 FPM. Leveled off at FL290 and coordinated a descent with ATC. Checked all valves were closed. Selected cabin controller to manual; no change. Switched back to auto to change controllers; still no change. Leveled at 10;000 ft and coordinated a diversion to the nearest suitable airport. The aircraft was dispatched with pack #2 on MEL. We then found that pack #1 had gone to low flow. We recycled pack #1 and it went to hi flow and the aircraft started to pressurize. At this point we concluded the safest course of action was to continue to divert.
