Narrative:

Airport vehicle called for runway inspection; clearly stated runway 4R. Runway complex 31's were in use. Runway 22L was active with a B737 about ready to commence departure roll. The vehicle was on and off runway 22L for the duration of the evening; operating mostly at the arrival end. This time he reversed his operation to the departure end of runway 4R. I mistakenly observed a vehicle at the approach end of runway 22R; and assumed that was the vehicle in question. I stated to proceed as requested and to hold short of all runway 31's. While the B737 was approximately half way down runway 22L and rotating; the vehicle entered the departure end of runway 4R. Asde-X alarmed and the vehicle was instructed to exit runway without delay. Recommendation; do not use the phraseology 'proceed as requested.' if I would of stated 'drive runway 22R and hold short of runway 31R;' the vehicle would of realized the discrepancy and the situation would of been avoided.

Title: MDW Local Controller described a runway conflict when an airport vehicle was misidentified and cleared on a runway during an air carrier departure. The reporter sited phraseology as a contributor to the event.
