Narrative:

To prevent further recurrence of this situation, if center would respond immediately when pilot contacted them, advising unfamiliar with area, it would prevent the possibility of flying into the restr area. There was a delay of response from center, and when they called me, they kept referring to the wrong number. I attempted to correct them several times, and finally they told me I was several miles into the restr airspace. Pilot also requested on 7/fri/88 that the tapes be available to him, from time of him contacting center to landing at slc. Callback conversation with reporter revealed the following: reporter gave type aircraft and experience as 2700 hours and 25 yrs of flying. Restr area entered was R6404C and possibly R6404A. Reporter was on VFR flight using IFR chart and on LORAN route from mfr to slc. Aircraft was at 17500' to begin with and started a descent when he saw the salt lake. Reporter went to ARTCC frequency for VFR traffic advisory and had been monitoring flight watch frequency prior to that. Reporter admitted he did not have VFR charts, doesn't use them as IFR charts generally give him all the information he needs. Did hear 2 military aircraft being worked by ARTCC, but doesn't know what their location was. Didn't know anything about clover control or frequency on charts to call for status of restr areas and possible clearance through area. States that heading given by approach control would have run him into mountain on antelope island, but doesn't remember if this was suggested heading or assigned heading. Was able to receive both lcu and ogd VOR, but couldn't get DME information from them. Analyst suggested to reporter if he was going to fly VFR he should have proper VFR charts, ie, sectional and TCA, etc aboard aircraft. Reporter did not feel that he was in error on his navigation.

Title: VFR SMT ENROUTE TO SLC ON LORAN NAVIGATION PENETRATED A RESTRICTED AREA WITHOUT CLRNC, WAS MET AT ARPT BY FAA INSPECTOR.

PLT ALSO REQUESTED ON 7/FRI/88 THAT THE TAPES BE AVAILABLE TO HIM, FROM TIME OF HIM CONTACTING CENTER TO LNDG AT SLC. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: RPTR GAVE TYPE ACFT AND EXPERIENCE AS 2700 HRS AND 25 YRS OF FLYING. RESTR AREA ENTERED WAS R6404C AND POSSIBLY R6404A. RPTR ADMITTED HE DID NOT HAVE VFR CHARTS, DOESN'T USE THEM AS IFR CHARTS GENERALLY GIVE HIM ALL THE INFO HE NEEDS. DID HEAR 2 MIL ACFT BEING WORKED BY ARTCC, BUT DOESN'T KNOW WHAT THEIR LOCATION WAS. DIDN'T KNOW ANYTHING ABOUT CLOVER CTL OR FREQ ON CHARTS TO CALL FOR STATUS OF RESTR AREAS AND POSSIBLE CLRNC THROUGH AREA. STATES THAT HDG GIVEN BY APCH CTL WOULD HAVE RUN HIM INTO MOUNTAIN ON ANTELOPE ISLAND, BUT DOESN'T REMEMBER IF THIS WAS SUGGESTED HDG OR ASSIGNED HDG. WAS ABLE TO RECEIVE BOTH LCU AND OGD VOR, BUT COULDN'T GET DME INFO FROM THEM. ANALYST SUGGESTED TO RPTR IF HE WAS GOING TO FLY VFR HE SHOULD HAVE PROPER VFR CHARTS, IE, SECTIONAL AND TCA, ETC ABOARD ACFT. RPTR DID NOT FEEL THAT HE WAS IN ERROR ON HIS NAV.
