Narrative:

A F900; was on short final; maybe 400 ft AGL; the pilot had been cleared to land by the local controller. Aircraft Y departed F69 and was advised to fly easterly for traffic. The pilot of aircraft Y then made westerly turn right in the direction of aircraft X and right into the flight path. Aircraft X had to take evasive maneuvers to avoid this aircraft; taking a shallow diving turn to the right and back to the left to realign with the runway. I confirmed this with the operator of aircraft X when he exited the runway. Additionally; this is not the first time I am aware of that this pilot has disregarded ATC instructions recommendation; F69's location relative to ads requires that traffic has to be watched at all times. Departures off the F69 need to contact ads as soon as practicable after they are airborne but often times are already going in the direction of their destination regardless of where our traffic may be at that time. First corrective action; have/require aircraft departing F69 to establish contact with ads tower prior to departure regardless of type flight plan. There is not an reliable way to send and receive transmissions with addison tower due to a blind spot and often times has to be relayed through the ground control position. We have been trying to get this fixed and still remains a issue at this time. Secondly; establish a preferred departure route off F69.

Title: ADS Controller described conflict event when a F69 departure failed to comply with ATC direction and turned toward traffic on short final for ADS; the reporter claiming this was a repeated event by this pilot/aircraft.
