Narrative:

Shortly after level off at 31;000 ft the captain noticed the right hydraulic system quantity indicating zero quantity but normal pressure. We reviewed the hydraulic quantity low checklist in the QRH then notified ATC of our hydraulic quantity indication; declared an emergency and stated our intention to return to land. Enroute we reviewed the emergency checklist; contacted dispatch; contacted operations; reviewed the approach to runway and discussed overweight landing. ATC; arff and maintenance were made aware of our intentions to stop on the runway after landing while the gear was pinned and the gear door was raised.
