Narrative:

A PA28 departed vny on the glendale 9 SID. They are supposed to fly runway heading to 2.2 miles then turn to a 110 heading and wait for vectors. At least once every few weeks a pilot does not wait for vectors and turns to a 50 heading or so to intercept the VNY095 radial and resume the SID. The exact wording in the book is 'then climbing left turn heading 110 for vectors to vny R-095 to adamm int.' the bur ILS runs over the top of this departure and the reason for the 110 heading is to diverge away from the ILS. I noticed the PA28 start the northbound turn and overrode the frequency and turn him south. There was an air carrier jet on the ILS at the same altitude as the PA28 as he started back south; about 1 mile away. I would like to see the wording in the book changed to ensure the pilots fly the 110 heading. Maybe something like fly heading 110 and expect vectors to join. Make the wording stronger to ensure the pilots fly the 110 heading and wait for vectors to join.

Title: SCT Controller described an on-going pilot navigational error involving the GLEN9 SID off VNY; suggesting clearer and stronger language be published on the chart to clarify required procedures.
