Narrative:

Runway 8R mia was recently resurfaced with asphalt over a significant portion. When we took position for takeoff we asked if the runway had been grooved. Tower said it had not; but it was planned for the future. This time of the year it basically rains every afternoon in mia. This has significance for a 737 takeoff since we are to use maximum thrust if the runway is wet and non-grooved. Also; I would think being non-grooved would affect abort capabilities and landing performance. The non-grooved nature of runway 8L does not appear on the ATIS or field notes for mia. Nor does the time table for installing grooves. I believe the non-grooved nature of the runway was a recent factor in a recent accident. With the tempo of operations at mia and the rainy season; this is a significant safety issue. Include the non-grooved nature of runway in ATIS; field notes; and special messages until situation is resolved.

Title: A B737 First Officer reported that MIA does not report the ungrooved condition of the newly paved Runway 8L. B737's are required to do full power takeoff's on wet and ungrooved runways. However; without NOTAMs or other notice methods crew will not know the runways groove statue.
