Narrative:
A B737 landed 28L with a H25 landing 28C. The B737 asked if he should go to ground; I said no; cross 28C at whiskey; thinking that the H25 was landing 28L instead of 28C. Realized my mistake; told the B737 to hold short; but he said he couldn't. I should have switched the B737 to ground control.

Title: PIT controller described a loss of separation event when traffic landing Runway 28L was cleared to cross Runway 28C with traffic landing Runway 28C; thinking the landing traffic was assigned Runway 28R.
Narrative: A B737 landed 28L with a H25 landing 28C. The B737 asked if he should go to Ground; I said no; cross 28C at Whiskey; thinking that the H25 was landing 28L instead of 28C. Realized my mistake; told the B737 to hold short; but he said he couldn't. I should have switched the B737 to Ground Control.
