Narrative:

After takeoff; at 400 feet AGL; the landing gear would not go up. The gear remained confirmed down and locked with three green lights and a visual check. We then activated the red down lock release and the landing gear would not still come up. The gear remained confirmed down and locked with three green indicator lights and visual check. We then referenced the QRH and performed the appropriate actions as called for in it. We then determined that the flight was best continued to our destination since [the departure airport] doesn't have the services needed and is a much shorter runway.
