Narrative:

Upon normal flap retraction during climb-out we received a 'flaps fail' message when selecting 8 degrees from 20 degrees. The flaps failed at 18 degrees. We declared an emergency and ATC provided delay vectors while we ran checklists and QRH and talked to maintenance and dispatch. Maintenance approved an overweight landing and dispatch provided our numbers for a 50000# card. We touched down at about 75 feet per minute and with normal braking and thrust reverser use stopped at just prior to the 1000 feet remaining sign on runway; normal taxi in.
