Narrative:

An airbus A319 aircraft came to us with a #2 engine bleed fault; cabin pressure fault and the #2 engine high pressure valve (hpv) deferred per MEL 36-11. We found the hpv deactivated per the MEL; but also found the pressure regulating valve (prv) deactivated.previously the [flight] crew returned to the gate due to a hpv fault with the hpv deferred. This message would be a normal with certain bleed configurations with the hpv locked closed. While confirming the deactivation of the hpv; I believe the FBO mistakenly deactivated the prv causing the bleed and pressure faults. We found a leaking muscle line between the prv and the hpv and replaced it. We reactivated the prv and hpv and the #2 bleed checked good.

Title: A Mechanic reports he believes an FBO Contract Maintenance Provider mistakenly deactivated the Pressure Regulating Valve (PRV) on an A319 causing a #2 engine bleed fault and cabin pressure 2 fault. The High Pressure Valve (HPV) was deferred and deactivated; but the PRV was also found deactivated. Mechanic found a muscle line between the PRV and the HP valve leaking pneumatic air.
