Narrative:

After departing and approaching approximately 500 AGL; the engine lost power and would no longer climb. At the time my position was one quarter mile south of the departure end of the runway. When the engine stopped producing excess thrust; I turned the aircraft left to enter a left crosswind to downwind for the runway. Due to my low altitude and position in relation to buildings and towers near the airport; I turned prior to requesting permission from tower. After the turn had been initiated; I told tower I would be returning to the runway for landing. Due to the aircraft's inability to climb; I came within a few hundred feet of a water tower on the east side of the airport.

Title: A BE-36 suffered partial loss of power shortly after takeoff and returned to the departure airport maintaining only the altitude gained prior to the loss.
