Narrative:

We were flying the ILS 12L at north las vegas airport during my instrument rating training; we were handed off by nellis approach to vgt tower who cleared us for the option 12L; at about 6 miles from the runway established on the ILS a PA44 multiengine airplane cleared for the right runway passed underneath our wing about 20 ft vertically and less than 50 ft horizontally; the airplane was so close that my instructor made the exclamation 'wow!!' in a really shocked voice. After the near midair no one said anything on the radio not even the tower realized what had happened and I think also it was an error on my part not to notify the tower. I don't think we were offset the localizer since the CDI was completely centered and tower didn't say anything about being offset the runway; off course I was in a hood but my instructor confirmed the CDI indication saying we were centered on 12L. Apparently this aircraft never saw us; because he never said anything on frequency and we never saw an evasive action on their part. I can say I had another encounter (not to close this time) with the same operator during my instrument checkride. Apparently the aircraft was doing maneuvers over sayqo (a fix for the GPS 12R). Flight instructors should pay more attention with students during operations at high traffic airports; especially when parallel operations are in effect. Avoid flight instruction near instrument approach fixes.
