Narrative:

On short final; at less than 1;000 ft AGL; I received a TCAS RA 'maintain vertical speed; maintain.' a high wing; single engine; prop aircraft flew dangerously close to my aircraft. The controller broadcast on the radio 'aircraft X; you are not cleared for a circling approach'. I was in a descent for landing and the red arc alongside the vsi was all red and only indicated green for a steeper descent angle. Because of the radio broadcast; 'not cleared for a circling approach' I did not feel that it would be safe to maneuver. I was concerned that the other aircraft would make an erratic move into a direction that I flew. I continued with the descent and landed the aircraft.
