Narrative:

I was working the local control north position. Weather was moderate to heavy rain showers with wind from 040-070 12-15 knots gusting up to 25 knots. We were departing and landing runway's 30L&right. There was a tailwind component for the whole session. Msp/M98 repeatedly operates in violation of FAA order 8400.9 para 7(d)(2)(b); given that the runway was not bare and dry and a tailwind existed. We should have changed to a runway configuration in compliance with the above order; for example land and depart runway 12L&right. The flm was aware of this situation and was present in the tower cab at the time. Recommendation; stop landing and departing to contaminated runways with a tailwind.
