Narrative:
ZMP has no way to communication with atw tower. ZMP works grb approach airspace on mid shift. Atw tower; which is in grb approach airspace; normally opens with grb approach at XA30. Today; grb tower was short staffed so only grb VFR tower opened at XA30; not approach. Atw opens at XA30 also. ZMP could not let any aircraft land or depart atw while ZMP had grb approach airspace and atw tower open. Fortunately; there were no aircraft in an urgent situation. Grb approach opened at XA43. This is the third time in the last 2 weeks that this has happened!

Title: ZMP CTLR VOICED CONCERN REGARDING LIMITED STAFFING AT GRB TWR/TRACON THAT LIMITED IFR OPS AT ATW TWR.
Narrative: ZMP HAS NO WAY TO COM WITH ATW TWR. ZMP WORKS GRB APCH AIRSPACE ON MID SHIFT. ATW TWR; WHICH IS IN GRB APCH AIRSPACE; NORMALLY OPENS WITH GRB APCH AT XA30. TODAY; GRB TWR WAS SHORT STAFFED SO ONLY GRB VFR TWR OPENED AT XA30; NOT APCH. ATW OPENS AT XA30 ALSO. ZMP COULD NOT LET ANY ACFT LAND OR DEPART ATW WHILE ZMP HAD GRB APCH AIRSPACE AND ATW TWR OPEN. FORTUNATELY; THERE WERE NO ACFT IN AN URGENT SITUATION. GRB APCH OPENED AT XA43. THIS IS THE THIRD TIME IN THE LAST 2 WKS THAT THIS HAS HAPPENED!
