Narrative:

Cleared visual approach, runway 28L at sfo. At approximately 3 NM and 1000', tower cleared large transport Y and large transport Z to cross, 28L and hold short of 28R. A widebody transport was in position 28R and a commuter was already holding between the runways. As we approached 250', widebody transport had started roll, commuter was moving onto 28R. First large transport Y had not started to make forward and second large transport Z was totally south of the hold line north of 28L and about 1/3 was entering our runway with no room to move up. Go around was made with close pattern back to 28R. Conclusion: ATC should not clear aircraft to cross active runways until space exists on the other side without depending on several leading aircraft moving up.

Title: LGT ACR HAD TO MAKE GO AROUND BECAUSE TAXIING LGT COULD NOT CLEAR LNDG RWY. OPERATIONAL DEVIAITON.

Narrative: CLRED VISUAL APCH, RWY 28L AT SFO. AT APPROX 3 NM AND 1000', TWR CLRED LGT Y AND LGT Z TO CROSS, 28L AND HOLD SHORT OF 28R. A WDB WAS IN POSITION 28R AND A COMMUTER WAS ALREADY HOLDING BETWEEN THE RWYS. AS WE APCHED 250', WDB HAD STARTED ROLL, COMMUTER WAS MOVING ONTO 28R. FIRST LGT Y HAD NOT STARTED TO MAKE FORWARD AND SECOND LGT Z WAS TOTALLY SOUTH OF THE HOLD LINE NORTH OF 28L AND ABOUT 1/3 WAS ENTERING OUR RWY WITH NO ROOM TO MOVE UP. GO AROUND WAS MADE WITH CLOSE PATTERN BACK TO 28R. CONCLUSION: ATC SHOULD NOT CLEAR ACFT TO CROSS ACTIVE RWYS UNTIL SPACE EXISTS ON THE OTHER SIDE WITHOUT DEPENDING ON SEVERAL LEADING ACFT MOVING UP.
