Narrative:

At 9000 ft level flight with slc approach on a downwind vector, heading 140 we got a TCASII TA at our 9 O'clock position 1100 ft below and climbing. It continued to climb until 700 ft below and still climbing. He entered the warning area and we got a TCASII RA. We were told to climb. We then climbed from 9000 ft to 10000 ft and after hearing clear of conflict, descended back to 9000 ft. Upon receiving the TCASII RA we told ATC we had a TCASII RA and we were climbing out of 9000 ft. After landing the captain talked to the tower, and they explained that the traffic, a small transport Y was not being worked by our controller, therefore was never issued to us as traffic until after we climbed and called the RA. The problem appeared to be caused by traffic being controled in our area by 2 different controllers. TCASII worked as it's supposed to and helped us avoid the midair.

Title: ACR X TCASII RA CLB EVASIVE ACTION TAKE FROM VFR SMT Y IN TCA. OPDEV.

Narrative: AT 9000 FT LEVEL FLT WITH SLC APCH ON A DOWNWIND VECTOR, HDG 140 WE GOT A TCASII TA AT OUR 9 O'CLOCK POS 1100 FT BELOW AND CLBING. IT CONTINUED TO CLB UNTIL 700 FT BELOW AND STILL CLBING. HE ENTERED THE WARNING AREA AND WE GOT A TCASII RA. WE WERE TOLD TO CLB. WE THEN CLBED FROM 9000 FT TO 10000 FT AND AFTER HEARING CLR OF CONFLICT, DSNDED BACK TO 9000 FT. UPON RECEIVING THE TCASII RA WE TOLD ATC WE HAD A TCASII RA AND WE WERE CLBING OUT OF 9000 FT. AFTER LNDG THE CAPT TALKED TO THE TWR, AND THEY EXPLAINED THAT THE TFC, A SMT Y WAS NOT BEING WORKED BY OUR CTLR, THEREFORE WAS NEVER ISSUED TO US AS TFC UNTIL AFTER WE CLBED AND CALLED THE RA. THE PROBLEM APPEARED TO BE CAUSED BY TFC BEING CTLED IN OUR AREA BY 2 DIFFERENT CTLRS. TCASII WORKED AS IT'S SUPPOSED TO AND HELPED US AVOID THE MIDAIR.
