Narrative:

We were on an 8 mile final approach; runway 15; with flaps 20 degrees; approximately 175 KTS; gear up. The tower asked us to reduce to our final approach speed. I called for gear down and flaps 25. As the flap position indicator passed 20 degrees; the flaps movement stopped. We received a caution light along with a te flaps disagree indication. I initiated a go-around and started a climb to 4000 ft. Tower gave us a heading of 180 and a climb to 6500 ft. We told tower of our situation; declared an emergency and asked for extended vectors to final while we worked the 767 te disagree checklist. After accomplishing the checklist; we accepted vectors to final for another ILS approach to runway 15. We landed with flaps 25 without further incident.

Title: A B767-300 Captain reported a TE FLAPS DISAGREE EICAS alert on short final as Flaps 25 were selected. A go around was initiated; an emergency declared and the aircraft returned for a normal landing.
