Light transport X departed teterboro, nj, off runway 19 and was climbed to 4000' on a 280 degree heading (traffic overhead prohibited climb above 4000'). Departure controller became distracted with a conflict of ewr departures and a visual approach to linden, nj. Aircraft had less than standard separation.
