Narrative:

We were wbound on V308, 15 DME west of ATR descending, approximately 16000-15500'. Copilot flying yelled out and pointed to a spc in right turn bearing down on us. Spc passed overhead. All 3 pilots heard the engines as it passed overhead approximately 300' above us. Asked ATC about spc and they said to the effect a VFR target just popped up on the screen. We recall that controller insinuated that the spc had no transponder. I think anyone above 10000' west/O a transponder is an idiot asking for trouble. I would like to relay that message to the navy personally. ATC near miss reported.
