Narrative:

On approach to ILS runway 24R lax, broke out at 5000 ft MSL. Stayed on IFR approach. At marker got a TA. Traffic at right 1 O'clock 500 ft high and descending. Commuter passed over us at 300 ft. Approach never told us of traffic and we go no RA on TCASII. Captain called approach control on the ground and supervisor blew us off. Said we were under VFR conditions and that the traffic had been called out 30 mi prior. 30 mi prior, we were in the clouds. Problems: controller lost big picture. Supervisor nonchalant to potential problem. TCASII did not give us an RA.
