Narrative:

I must begin by saying the lubbock air traffic controllers have the worst attitudes toward people and pilots as anywhere I have ever flown. They're snappy and rude and very argumentative over the radio. I had just landed after a routine maintenance flight in a rental small aircraft for my employer. I exited runway 17R at taxiway south and began taxiing sbound on taxiway C after being told to taxi to FBO. I was never told to hold short of runway 8, it intersects with taxiway a at C at the approach end of runway 8. As I taxied through the intersection an small transport Y with his left engine feathered came over my airplane and landed on runway 8. As he touched down his left main tire blew and he smoked and I believe went off the north side of the runway. This airplane must have declared an emergency because the rescue vehicles were already out. My concern is ATC let me taxi under an airplane which obviously was in distress because of an engine quitting. I was told to hold short of runway 8 on my landing roll by the tower, which I did. But, I was never told to hold short of runway 8 on ground, only to taxi to FBO. I do remember looking both ways before crossing runway 8 at C and did not see the small transport Y. I assume small transport Y was on a modified base leg of some kind for runway 8. From the pilot's point of view I should have looked better before crossing the intersection. This for me will include looking over my shoulder and on base for airplanes on a short base for runway 8. My concern is ATC put me in a spot which very easily could have been disastrous to both me and the airplane in the emergency situation.

AS I TAXIED THROUGH THE INTXN AN SMT Y WITH HIS L ENG FEATHERED CAME OVER MY AIRPLANE AND LANDED ON RWY 8. AS HE TOUCHED DOWN HIS L MAIN TIRE BLEW AND HE SMOKED AND I BELIEVE WENT OFF THE N SIDE OF THE RWY. THIS AIRPLANE MUST HAVE DECLARED AN EMER BECAUSE THE RESCUE VEHICLES WERE ALREADY OUT. BUT, I WAS NEVER TOLD TO HOLD SHORT OF RWY 8 ON GND, ONLY TO TAXI TO FBO. I DO REMEMBER LOOKING BOTH WAYS BEFORE XING RWY 8 AT C AND DID NOT SEE THE SMT Y. I ASSUME SMT Y WAS ON A MODIFIED BASE LEG OF SOME KIND FOR RWY 8. FROM THE PLT'S POINT OF VIEW I SHOULD HAVE LOOKED BETTER BEFORE XING THE INTXN. THIS FOR ME WILL INCLUDE LOOKING OVER MY SHOULDER AND ON BASE FOR AIRPLANES ON A SHORT BASE FOR RWY 8. MY CONCERN IS ATC PUT ME IN A SPOT WHICH VERY EASILY COULD HAVE BEEN DISASTROUS TO BOTH ME AND THE AIRPLANE IN THE EMER SIT.
