Narrative:

After takeoff and gear retraction the gear unsafe handle light was on; left gear door and left main gear unsafe lights remained illuminated. They extinguished after more than two minutes and 3000' MSL. We contacted maintenance and decided to run the manual gear extension checklist. We declared an emergency; contacted dispatch; the flight attendants; operations and told ATC that we wanted to return to the airport. We completed the checklist and landed without incident. We stopped the aircraft on the runway and were towed to the gate. The passengers were understanding and accepting of the fact.

Title: A Q400's (DHC8-400) left landing gear and door did not indicate retracted after takeoff. An emergency was declared and flight returned to land.
