Narrative:

Aircraft X and aircraft Y were both released via the ARTS run-down. Both were assigned heading 255 climbing to 4000. Ont cab coordinator called via the voice line and stated that aircraft Y (second departure) would be requesting VFR-on-top. I acknowledged the information. Aircraft X departed; followed by aircraft Y with less than standard (3NM) separation. Aircraft Y requested VFR-on-top on initial check-in. Recommendation; ont ATCT should use standard separation or visual separation in cases such as this. Visual separation must be coordinated with pomona radar in this case per the LOA. This would have been the most effective way to handle situations such as this since the weather conditions were VMC.
