Narrative:

A pair of fgt's made about 5 circles over the special interest activity at bank angles approaching 90 degrees at low altitudes (seemingly below normal pattern altitudes) during a time when the park was crowded with patrons. This was bad flying and I knew it to be illegal. Doubtless the pilots will say that's the way they're expected to fly, but they're supposed to do it over enemies, not the us public. Advise if interested in copies of photos I took (if they come out).
