Narrative:

Wed/apr I was flying flight from charlotte, nc to san francisco, ca when a passenger got up to advise one of my F/a's that the flight was being operated in violation of the FARS. After talking with this gentleman, the lead F/a came to the cockpit and informed me of what he had to say. The passenger introduced himself as being with the FAA. He went on to say that he did not want to go on duty, but if the flight was continued to operate like it was he was going to have to violate the crew. When asked why, he replied that the fasten seatbelt sign was off and no one was making PA's or walking through the cabin every 15 minutes. I know that when I turned the seatbelt sign off I informed the passenger they could move about as needed, but when in their seats please keep the belts loosely fastened. Also whenever I turned the seatbelt sign on, I advised the passenger of the intensity and length of turbulence along with the F/a's through the service interphone. After we arrived in san francisco, I met the inspector. He then went on to tell me again how he was off duty and would come back on duty if he had to and how I violated the FARS by making PA's below 10K ft. I know for a fact that no PA's from the flight deck were made below 10K because I monitor PA and service interphone on the jackbox along with the communication in use. He still continued to say that we were below 10K. He went on to say that he thought we were about 5K to 8K ft due to our approximately position and that we had flaps 2 on the aircraft. As a matter of fact, we did have flaps 2 on the aircraft due to leaving the holding fix we were assigned 190 KTS at 11K ft for spacing into san francisco. We were still 60 mi from san francisco on the locke nine arrival, so I assure you and anyone else that I wasn't below 10K ft making PA's as stated due to the fact that our assigned altitude was 11K ft. Why should there by any question from an off duty inspector riding in the back of an airplane. An inspector who has received a bottle of champaign and who also is said to have sexually harassed one of my girls by asking her about a 'virgin detector' in the cockpit. I think the inspector's attitude was not professional. Callback conversation with reporter revealed the following: the reporter said this report is a copy of a report he sent to his supervisor and they have not been advised that any action was taken by the inspector.

Narrative: WED/APR I WAS FLYING FLT FROM CHARLOTTE, NC TO SAN FRANCISCO, CA WHEN A PAX GOT UP TO ADVISE ONE OF MY F/A'S THAT THE FLT WAS BEING OPERATED IN VIOLATION OF THE FARS. AFTER TALKING WITH THIS GENTLEMAN, THE LEAD F/A CAME TO THE COCKPIT AND INFORMED ME OF WHAT HE HAD TO SAY. THE PAX INTRODUCED HIMSELF AS BEING WITH THE FAA. HE WENT ON TO SAY THAT HE DID NOT WANT TO GO ON DUTY, BUT IF THE FLT WAS CONTINUED TO OPERATE LIKE IT WAS HE WAS GOING TO HAVE TO VIOLATE THE CREW. WHEN ASKED WHY, HE REPLIED THAT THE FASTEN SEATBELT SIGN WAS OFF AND NO ONE WAS MAKING PA'S OR WALKING THROUGH THE CABIN EVERY 15 MINUTES. I KNOW THAT WHEN I TURNED THE SEATBELT SIGN OFF I INFORMED THE PAX THEY COULD MOVE ABOUT AS NEEDED, BUT WHEN IN THEIR SEATS PLEASE KEEP THE BELTS LOOSELY FASTENED. ALSO WHENEVER I TURNED THE SEATBELT SIGN ON, I ADVISED THE PAX OF THE INTENSITY AND LENGTH OF TURBULENCE ALONG WITH THE F/A'S THROUGH THE SERVICE INTERPHONE. AFTER WE ARRIVED IN SAN FRANCISCO, I MET THE INSPECTOR. HE THEN WENT ON TO TELL ME AGAIN HOW HE WAS OFF DUTY AND WOULD COME BACK ON DUTY IF HE HAD TO AND HOW I VIOLATED THE FARS BY MAKING PA'S BELOW 10K FT. I KNOW FOR A FACT THAT NO PA'S FROM THE FLT DECK WERE MADE BELOW 10K BECAUSE I MONITOR PA AND SERVICE INTERPHONE ON THE JACKBOX ALONG WITH THE COM IN USE. I THINK THE INSPECTOR'S ATTITUDE WAS NOT PROFESSIONAL.
