Narrative:

All was routine until we took the runway for departure. We completed the before takeoff checklist and lined up on the runway for departure. Everything was normal and I went to push the power levers up and they both would not go above flight idle. We just taxied off the runway; contacted dispatch; maintenance; company; and later returned to the gate. This was not a rejected takeoff since we were barely moving; we were at no more than a taxi speed. We were later given a different aircraft and completed the flight with about a 95 min. Delay.
