Narrative:

Flight was cleared IFR to 8000' on a radar vector of 310 degrees. While climbing through 3700', 2 fgt aircraft passed from left to right. The climb was stopped so as to avert a collision. The fgt's were at 4000' (best guess). ATC was queried and noticed the traffic as it passed to our right. The fgt's were VFR and not talking to any ATC facility governing the airspace they were transiting. I understand a private pilot or GA VFR, but I am surprised our armed forces operating high performance aircraft would condone this type of operation.

Title: NMAC BETWEEN ACR-LTT AND 2 FGT'S.

Narrative: FLT WAS CLRED IFR TO 8000' ON A RADAR VECTOR OF 310 DEGS. WHILE CLBING THROUGH 3700', 2 FGT ACFT PASSED FROM LEFT TO RIGHT. THE CLB WAS STOPPED SO AS TO AVERT A COLLISION. THE FGT'S WERE AT 4000' (BEST GUESS). ATC WAS QUERIED AND NOTICED THE TFC AS IT PASSED TO OUR RIGHT. THE FGT'S WERE VFR AND NOT TALKING TO ANY ATC FAC GOVERNING THE AIRSPACE THEY WERE TRANSITING. I UNDERSTAND A PVT PLT OR GA VFR, BUT I AM SURPRISED OUR ARMED FORCES OPERATING HIGH PERFORMANCE ACFT WOULD CONDONE THIS TYPE OF OPERATION.
